REOPENING THE WOUNDS OF WAR: On the 40th anniversary of the end of the war in Europe, Ronald Reagan wants to make a gesture of reconciliation to America's German allies. But his plan to lay a memorial wreath in a German military cemetery where 47 SS officers are buried has outraged U.S. Jews and veterans, leaving Reagan's reputation for deft political leadership temporarily in tatters. The firestorm has raised questions about whether it is possible to forgive and forget: for both sides, the wounds of World War II were deep and have been slow to heal.

PROPAGANDA WARS: With Congress set to vote on anew $14 million aid package to the contras, the Reagan administration mounted a last-minute publicity blitz to defend its Nicaragua policy. NEWSWEEK chronicles Washington's hard sell, analyzes the contras' uphill struggle for credibility and examines how great a threat the Sandinistas pose to their neighbors.

TED TURNER BIDS FOR CBS: It seemed preposterous that the flamboyant broadcaster would even attempt to take over a major television network, but Turner's bid was imaginative if nothing else. He proposed to pay a major portion of the takeover price by, in effect, borrowing from CBS's shareholders. He would then reduce the enormous debt by selling off some prized CBS proper- ties and some of his own.
