Governor Morgan Bulkeley was one of many political speakers at the dedication. The monument resembles a castle tower and it overlooks the city below. The cost of construction was approximately $15,000, a large sum of money for that time. The tower is closed most of the year but is open for tours on Memorial Day, July 4, Labor Day, and Veterans Day. The park is a popular spot for picnics and parties."
