This set of Halloween decorations include a used cardboard banner that reads: Happy Halloween.  The letters are approximately 4 1/4 inches tall, and banner is approximately 63 inches long.  The letters are held together with small metal rivets, it does have a few minor creases on some of the letters, and there are some areas of tape residue on the back where it had been taped to a wall at some point.  There are 4 unopened packs of stretchable spider web each with a black plastic spider.  They were made in China, and would date circa the 1980s based on the original price stickers on each of them.  Perfect for use, or just to display with other vintage Halloween decorations.
