Bell has stamped Japan. I don't know what brand it is. Please note that it is missing handle, that would allow it to hang. But it has a screw, so you could use it to attach to some kind of a rope or a bracket. 
Bell looks good. It is vintage item, so it will have some scratches and rust spots.. It looks very nice. I don't see any damage, I don't see anything bent, or any cracks.  Please look at the pictures above.
