To grow hibiscus sabdariffa, also known as roselle, from seed, you can:
Sow seeds indoors
In late winter or early spring, sow seeds indoors in a warm, bright location about 1/4 inch deep. You can use a heat mat to help the seeds germinate faster. 
Water and cover
Cover the seeds with a layer of soil that's about as deep as the seeds are tall, then water them gently. Keep the soil moist until the seeds germinate. 
Once the seedlings have a few leaves, thin them so that only the strongest seedling remains in each pot. 
Plant outdoors
When the last frost has passed and the weather has warmed, transplant the seedlings outdoors. You can also sow seeds directly in the garden if the growing season is long and the soil is warm. 
Prune and harvest
Prune early to encourage more branching and flowering. The calyces are ready to harvest in October or November, and harvesting will encourage more flower buds to develop.
