This is a chic little vintage black velvet dress, in velvet and silk, by Oscar de la Renta, from his "Miss D" line.
I believe this label dates to the early 80s. The ILGWU union label was used 1974 - 1995
Labeled a size 4, but small compared to modern sizes. Probably a 0 / 00. 33" bust. Please check measurements to best predict fit.

Narrow silk standup collar, with an ivory silk ruffled under collar, trimmed with lace.
Black satin bow at neck.
Shoulder pads.
Princess seams, accented with satin piping.
Decorative covered buttons.

Slightly gathered pencil skirt.
Side seam pockets
Invisible back zip.
Fully lined with silky polyester.
In excellent vintage condition - obviously treasured and well-kept. No damage.
