These may be missing one or two router bits.  The bits may or may not be loose.  The case may or may not be scratched or dented or cracked.  It does not affect the router bit set in any way.  These are mainly customer returns because the bits came loose.

They are considered Scratch & Dent, because of following potential reasons:

• The outer case may have some scratches or dents
• The foam rows that hold the bits may have come unglued inside the case
• The stickers that identify individual bits may have come unglued and torn
• Individual bits may have fallen out of their slots and may have caused some cosmetic damage to the inside of the case
• Chips in bits from falling out of foam holder in shipping
