The description on the backside is printed in Russian, so I don't know what it says.

Along the bottom left edge of the back is the Date 1988  
The handwritten information to the right states April 10th 1988
and the stamped information has a return address to a PO Box in Moscow
 
It appears the Ham Radio Operators name was "Vasily" 
 
CONDITION: Very Good condition. Photo side is clean, no pin holes, scratches, tears or creases. the white backside is clean, not smudged and has no postage stamp, postmark or mailing address
