This is a Bernard #102 4 ½ inch Parallel Jaws Pliers with Side Snipper. (#2493) It is made by the WM. Schollhorn Co. New Haven, Conn and made in the USA. Pat No. 1064956, it measures 4 ½ inches long. Even though it does have some minor rust, it still is in very good working condition. I did not clean it, because I don’t know if that lessens the value. It needs a cleaning and I selling it as is.
