In what may become the defining event of his presidency, George Bush began the largest mobilization of U.S. troops since the Vietnam War to stand up to Iraq's Saddam Hussein. For starters, at least, Bush appeared to have the upper hand. But Bush's crusade against Saddam is fraught with risk.
