WAR OVER KASHMIR: The confusing and contradictory communiques issued by India and Pakistan tell of determination to smash the enemy, of victories in the offing. In any ultimate sense, they are dead wrong. There can be no victors in this war--except, perhaps, the Red Chinese, who are poised to use the situation to suit their own ends. To cover the conflict, Newsweek dispatched three of its veteran correspondents. Arnaud de Borchgrave, chief European correspondent, flew from Paris to Bombay, Frank Melville from London to Karachi, Everett G. Martin from Saigon to New Delhi. Already on tap was New Delhi correspondent R. Ramanujam. From their reports, and from that of Chicago bureau chief Hal Bruno, who is acquainted with many of the opposing armies' top officers from an earlier stint in India, Edward Klein writes of the War Over Kashmir.
