They are not brand new and may have some inside scuffing from standing at attention for periods of time, however there is a way to get any scuff out of patent leather shoes. Vaseline is the key, simply take a cotton t-shirt and take a small amount of vaseline and rub into the scuff with small circles , then reverse the small circles, you will soon see the scuffs starting to disappear, remember scuffs are on the outside not the inside meaning they will buff out .
