A superhero called The Masked Marvel battles Japanese saboteurs intent on blowing up America. In a reversal of the common serial plot, the audience doesn't know who the hero is until the final reel. The late Tom Steele was one of those great stuntmen who made action actors look good, and here he stars as "The Masked Marvel" -- but doesn't even get screen credit.
